Holland Conservation Commission

Minutes of Commission meeting held on August 14, 2012.

7:00 p.m.  The meeting was called to order.  Present were: Nathan Gumlaw, Chairperson, Marcia Beal, Patricia Caron, Mary Lovett, Marianne Martone and James Wettlaufer.  Absent: Neal Byrne.

The minutes of July 24, 2012 were read and accepted and will be distributed.

Old Business:
A Certified Letter was sent to Mike Matte of 64 Kimball Rd. and Robert Benoit of 90 May Brook Rd. regarding their unauthorized work within the buffer zone and requesting that they attend a Conservation Meeting.

Nathan Gumlaw presented a narrative requesting a Restoration Plan that will be included in the Enforcement Order that will be sent to the owners of 90 May Brook Rd. as strongly suggested by Mark Stinson, Mass DEP Circuit Rider on the August 8, 2012 site visit to that property.  Mark Stinson also suggested a similar narrative and Enforcement Order be sent to the Highway Dept. for their sweeping of the sand and vegetation along the shoulder of Mashapaug Rd. which has allowed runoff into Stevens Brook.  James Wettlaufer disagreed stating that this work was mandated by the Order of Condition, DEP file No. 184-0240 under Appendix A - Routine Maintenance of the Operations and Maintenance Plan for Storm Water Management Improvements.  It was suggested that a letter be sent to Mark Stinson with this information.  It was also suggested, until natural vegetation grows, grass seed should be planted along the shoulder at Stevens Brook.

Mail:
We received from Mark Farrell of Greenhill Engineering a check paying the Notice of Intent filing fee for John Phelps of 19 Island Rd. to repair his septic system.  The Public Hearing is scheduled for 7:30 p.m. on August 28, 2012.

7:30 p.m.  The scheduled Public Hearing for Kathleen Hunt and Michael Ford of 225 Mashapaug Rd. and Tracy and William Libretto of 221 Mashapaug Rd. was postponed because we STILL did not receive a DEP File No. from the Springfield, MA DEP, as they require a Notice of Intent (not an abbreviated Notice of Intent) and soil data.

We received from Richard Polverari of 7 Sunset La., DEP File #184-0261 the Recorded Certificate of Compliance.

Members signed the Certificate of Compliance for Thomas Sargent for his DEP Project #184-0269 at 25 Hamilton Dr.

Members signed the Order of Conditions for Robin and Donald Wilson, DEP File #184-0281 to renovate their home at 57 Mashapaug Rd.

7:45 p.m.  Brad Noble, of 53 Sandy Beach Rd., representing his Neighbor Robert L. Terwilliger of 51 Sandy Beach Rd., Map R-36-J-7 requested permission by a family member to remove overhanging branches above the telephone wires.  He was strongly urged to call the National Grid.  Nathan Gumlaw signed the Procedure Sheet #1513, indicating “the removal of branches is not in our jurisdiction”.

7:50 p.m.  Bruce Walker, IV represented Toni Ross of 9 Craig Rd., Map R21-B-11 requesting the removal by Northern Tree, of (2) 30’ maple trees that are approximately 25 feet from Hamilton Reservoir.  These trees pose a hazard to the homes and shed to Mr. Ross and neighbor.  Nathan Gumlaw signed Procedure Sheet #1514 with the condition that stumps and roots are to remain.

Mary Lovett informed us that she needs to resign due to health reasons.

Pat Caron recommended the date of October 9, 2012 to propose to the Board of Selectmen for the annual draw-down of Hamilton Reservoir.  This proposal will be given to the Executive Secretary, Amy Bishop, for presentation at the next Board of Selectmen’s meeting and to the HRA for their meeting on August 25, 2012.

The meeting was adjourned at 8:30 p.m.
